A social security system covering urban and rural area is being established in China.Foreign experience showed that some countries established this system with different social background,but it implemented only when their GDP per capita,industrialization and urbanization rate reached a certain level.We analyze basic condition of establishing social security system covering urban and rural area in China based on the experience of international comparison.Although China has initially possessed basic conditions to establish this system through this analysis,these conditions are insufficient.Accordingly,we should establish this system by stages according to national situation and objective conditions.
