职业教育对释放人力资本红利具有重大战略意义，是培育“中国工匠”最重要的途径。如何通过推进职业教育转型，激发人力资本红利？本文认为，要构建职业教育多元主体互动办学机制与多元化投入机制，畅通技术技能型人才培养“立交桥”，鼓励探索现代学徒制，建立与产业发展相衔接的专业课程体系，加快培育一批具有“工匠精神”的技术技能型人才；要补齐农民工培训和农村职业教育短板，推进农民工转型为产业工人，培育一批新型职业农民，促进农业现代化；要促进职业教育与培训的国际交流与合作，为深化“一带一路”合作提供国际化技术技能人才。

Vocational education is of great significance in releasing the new demographic dividend, and it is the most important path to cultivate Chinese Craftsmen. To clarify how to promote the transformation of vocational education and stimulate the dividend of human capital, this paper puts forward following policy recommendations. Firstly, for the purpose of accelerating the rise of a group of skilled talents with Artisan Spirit, a multi-subject interactive school running mechanism along with diversified investment mechanism should be constructed, and the modern apprenticeship and professional curriculum system matching the industry development should be established in talent training. Secondly, the vocational training of migrant workers should be stressed to form a number of skilled industrial workers, and vocational education in rural areas also should be developed to cultivate more professional farmers. Furthermore, international exchanges and cooperation in vocational education should be boosted to cultivate international technical talents for the implement of the Belt and Road initiative.
