根据重庆市某区域所有城镇居民实际用电量数据,对比阶梯电价对城镇居民不同群体、不同月份用电量变化的影响:温度偏高(27℃)月份影响低收入群体十分明显;温度偏高或偏低(10℃左右)月份对中等收入群体影响均较明显;对高收入群体同样产生有效影响;极端温度月份对低收入群体影响大于对中收入群体的影响。通过阶梯电价实施前后各月用电量的帕累托曲线,对重庆现有电价分档标准进行了分析,建议将7~9月第一档电量上调至300kWh。
According to urban residents electricity consumption oi a ~p~ ~. u. pared the electricity consumption under multistep electricity price policy in different groups of urban residents and different months, the results show that the electricity consumption of low-income groups are more sensitive if temperature around twenty-seven degrees, while mid-income groups are more sen- sitive if temperature around twenty-seven degrees or around ten de~ees. Multistep electricity price poli- cy will also affect electricity consumption of high-income groups. In extreme temperature month, low- income are more sensitive than mid-income groups. By drawing the power consumption Pareto curve of each month, this paper analyses rationality of the existing electricity ladder, and suggests raise the first ladder to 300 kWh per month in July, August and September in Chongqing.
