在我国现有土地制度框架下,建设用地指标配置方式对于地区土地配置效率与公平影响深远。文章应用案例分析法,总结归纳了南京市、淮安市建设用地指标配置方式改革经验。针对当前我国建设用地指标计划管理中存在的科学性不足,内在激励与优化机制缺失等问题,提出将建设用地指标分为基础建设用地指标、可交易建设用地指标以及计划外建设用地指标,建立统筹“公平-效率-绩效”的建设用地指标分类差别化配置方式,完善建设用地指标管理的建议。
In the framework of China's existing land system, the allocation of construction land index has a far-reaching impact on the efficiency and fairness of land allocation. In this paper, we summarizes the experience of the reform of the allocation of construction land in Nanjing and Huai'an as case studies. In order to solve the problem of scientific shortage, lack of inherent incentive and optimization mechanism, the index of construction land is divided into three categories, which are index of basic construction land, index of tradeable construction land and index of unscheduled construction land respectively. We proposed suggestions to set up differentiated allocation system of the construction land by index classification method based on "fairness-efficiency-performance", also suggestions on how to improve the construction of land management.
