The most trapped problem from community participation is that the top down government administrative management can＇t be effective interactive and docking with community residents of community autonomy from bottom to top. Community participation council provides opportunities and a platform for people expressing their benefits from bottom to top, collecting intelligence and expanding community autonomy. This article suggests that community participation should adopt deliberative democracy to improve the efficiency of community participation and develop community autonomy.
