Facing with the serious problem of water shortage, it is the only way for many plain areas to re lieve the water shortage status by using the flood water in the high water season. Because of the disaster characteristic of flood water, the study about how to reduce or even avoid the risk of flood disaster becomes an important content during the process of flood water utilization at present. Starting from the planning of flood water development, the beforehand preparedness and real-time control, as well as basing on the methods and characteristics of flood water utilization in plain area, the risk factors were identified; the index system of risk assessment was established; and the risk control strategy for flood water utilization in the river, which was ＂avoiding by long term planning, reducing by beforehand preparedness and controlling by implementation process＂, was proposed.
