京津冀地区是中国大气污染防治的重点区域，《大气污染防治行动计划》（以下简称《计划》）对京津冀地区的大气污染减排工作提出了巨大挑战。在对京滓冀地区典型行业企业和政府有关部门实地调研的基础上，结合京津冀实施《计划》的投资需求核算方法体系，对京津冀地区实施《计划》所需的投资需求进行了测算，并对现有的投融资进展状况进行了评估。结果表明，京津冀地区实施《计划》直接投资共计需要2490．29亿元。其中，能源结构优化、移动源污染防治、工业企业污染防治的投资需求分别为636．55亿、769．14亿、1084．60亿元。从京津冀地区投融资实施进展来看，尚存在已有投资严重不足、融资渠道偏窄、过度依赖政府财政投入等问题，建议京津冀地区加大投入水平，加快完善投融资机制，并根据投资需求制定更为清晰的投融资路线图。

英文摘要：

Beijing-Tianjin-Hebei region is the key area of air pollution control in China. ＂Air pollution prevention and control action plan＂ （hereinafter referred to as the ＂Plan＂） put forward a huge challenge to the regional emission reduction. Based on the data from field investigation and literature analysis, the investment accounting methodological framework of the ＂Plan＂ in Beijing-Tianjin-Hebei region was proposed,and the investment demand was assessed with the methodology. Then the process of policies and practices of investment and financing needs were analysed and the current problems were identified. The results showed that the investment of implementing ＂Plan＂ amounted to 249.029 billion Yuan,and within it the investment of optimizing energy source,the control of mobile source pollution and industrial enterprise pollution were 63. 655 billion, 76. 914 billion and 108. 460 billion Yuan respectively. For the part of policies and practices of investment and financing,there was a serious shortage of investment,and the path of financing was still narrow and reliance on the government excessively. So, the investment and financing mechanism, the energy consumption structure and administrative means should be completed by the government. The diversity of financing path should be considered.
