我国房地产市场的发展始终伴随着宏观调控的过程。调控的目标是“三个基本”:总量基本平衡,结构基本合理,价格基本稳定。以2003~2009年的数据分析,上述三个目标均没能实现。产生这种现象的原因包括房地产调控政策的执行力度不足、部门利益和集团利益的掣肘以及房地产市场的自然属性等。完善房地产调控机制的基本着眼点是优化房地产政策过程,防范房地产市场变异。
Development of the Chinese real estate market is always accompanied by macro - control process. The goal of macro -control policies lies in "three basic points": basically balanced overall, basically reasonable structure, and basically stable prices. Judging by the data analysis between 2003 and 2009, these three goals have not been completed. Reasons for the failure include the inadequate execution of the macro - control policy, impedi- ment caused by the sectoral interests and group interests, and the natural characteristics of the real east market. The purpose to improve the macro -control mechanism is to optimize the policy process, so as to prevent and reduce the distortion of the real estate market.
