中国革命与建设的漫长历史进程都将农村和土地问题放在至关重要的战略位置,目前改革已经进入了复杂的深水区,不能再依靠简单的政策调整带来巨大的社会收益。因而,以改革开放以来的中国共产党历届三中全会为轴线,分阶段分析我国农村与土地改革的政策演化具有现实意义。研究提出:改革无法一蹴而就,后期保障在结合顶层设计的基础上继续坚持统分结合与双层经营,围绕政治路线和农村实际,使农改和土改的速度和强度综合各种思想、制度、体制和社会承受能力。
Rural and agrarian has been top priority of consideration in the long process of Chinese reform and construction. At current status, simplified policy adjustment no longer effectively bring high socially efficiency. Each period of Third Plenary Session(5 years) represents a significant segmentation in analyzing rural reform and agrarian reform process. Rome was not built in a day, none as China's reform. Late guarantee of reform united toplevel design as base and keep combination of centralization and decentralization. It centered on political line and rural facts, purposed to match speed and magnitude of rural and agrarian reform with various thoughts, structure and social pressure.
