Analyzing the internal and external factors that form the characteristics of local applied undergraduate education from the aspects of school running orientation of utilitarian value, the school running idea of highly convergence, presidential management by governor-oriented value and highly centralized administrative system, rigid unified evaluating system and de- viated misleading investment policy, the following points can be got： recognizing the internal and external constraints is prebasis to achieve the transformation from ideal to practical of school-running characteristics.
