从功利价值的办学导向、高度趋同的办学理念、官本为体的校长治理以及高度集权的管理体制、刚性统一的评价制度、偏向误导的投资政策等方面,分析地方应用型本科教育特色形成的内部和外部因素,认为认清特色形成的内外制约因素,是实现办学特色由应然形态向实然形态价值转化的前置性基础。
Analyzing the internal and external factors that form the characteristics of local applied undergraduate education from the aspects of school running orientation of utilitarian value, the school running idea of highly convergence, presidential management by governor-oriented value and highly centralized administrative system, rigid unified evaluating system and de- viated misleading investment policy, the following points can be got: recognizing the internal and external constraints is prebasis to achieve the transformation from ideal to practical of school-running characteristics.
