According to the problems existed in the coal mine safety management, especially the safety production attitude and active participation of the staff,this paper analyses and finds out the relationship between enthusiasm and subjective initiatives： enthusiasm is the external behavior of subjective initiatives and subjective initiatives is inhere mechanism of enthusiasm.Based on this,the factors affecting the enthusiasm are discussed and the measures of fully mobilizing the enthusiasm of staffs are put forward,theoretically and practically significant for safety management of coal enterprises.
