The disaccords of urbanization, between the urban wealth accumulation rate and the people＇s livelihood requirements, between the rapid expansion of urban scale and the level of elements intensive, between the moderate control of urban scale and the excessive agglomeration of floating population, between the rapid development of urbanization and the level of modern urban administration, should be appropriately handled. The urbanization construction needs for reforming promotion and expanding domestic demand, the massive participation and extensive innovation, from exclusive evolution to inclusive development and inclusive innovation. Combined with top-design of inclusive institution system and synergetic innovation of bottom people of Pyramid, not only can fundamentally promote structural change and functional transformation of the new type urbanization, but also comprehensively realize the ＂ equal opportunity＂ , ＂ social justice＂ and ＂ achievement sharing＂ in the whole society.
