In order to dynamically form virtual reference team from massive domain experts, and jointly optimize the skill cost and cooperation cost of the team, this paper proposes the dynamic virtual reference service team formation method oriented to cost optimization. Aiming at the involved fields of the problem or task, and according to the skill contribution of experts and cooperation cost between them, the paper forms high quality virtual reference team efficiently and dynamically based on the Steiner tree. Experimental results prove the overall cost of team formation of this method is better than the existing method.
