构建和谐社会与保持经济的可持续发展是全社会关注的两大焦点问题,文章在充分考虑和谐矿区的内涵和特征基础上,选取以淮南煤矿为代表的我国10家大型矿区为研究对象,构建以经济发展、生活质量、生态环境、资源利用以及社会风险5个二级指标为基础的和谐矿区评价体系,并以2010-2013年间的数据为例,使用模糊综合评价法对上述矿区进行和谐矿区评价.研究发现,虽然我国矿区在和谐矿区建设方面总体上呈现良好的发展态势,但仍然存在矿区资源综合利用水平和森林覆盖率不高、空气污染度较高,企业社会福利支出以及环保支出还需要进一步提高等问题.

英文摘要：

Building a harmonious society and maintaining the sustainable development of economy are the two major concerns in our society.On the basis of giving full consideration of the connotation and characteristics of harmonious mining area, this paper has chosen 10 largemining areas, represented by Huainan Coal Mine, as research objects; building the evaluation system of harmonious mining area that consistsprimarily of “five secondary indexes”, namely, economic development, quality of life,ecological environment, resource utilization, and socialrisks. In addition, in accordance with the data from 2010 to 2013, this paper also has conducted a harmonious mining area evaluation for theabove-mentioned mining areas by using fuzzy integrated overall evaluation.The results show that a good development trendhas been shownin the construction of harmonious mining area in China, but the facts remains that low both comprehensive level of resources exploitation andforest coverage,higher air pollution, enterprisesocial welfarespending, and spending on environmental protection need to be improved.
