The construction and perfection of the intellectual property services is vital to the development of the self-innovation and intellectual achievements transformation of the emerging industries. This paper puts forward that the central and local government, industry associations and enterprises should play their role in promoting IP services and work together, to perfect the content of IP service, such as IP innovation, management, evaluation, IP protection and risk control, as well as effective policies, a good social environment, new service modes and powerful IP service platforms.
