随着我国司法改革的推进，有关量刑改革的理论研究与实践也逐渐走向深入。从全国法院近几年的量刑改革实践中，我们已经切实看到程序公正带来的价值。由于面临现行法律制度、国家经济文化发展程度和施行上诸多问题的挑战，量刑程序改革道路的正确性屡遭非议。如何在量刑程序改革的具体内容上做出符合中国国情的选择，需要我们从实际出发，对改革的具体措施和改革中遇到的问题进行深入的分析，妥善处理好量刑程序与效率的关系，并辅之以实体改革，以期量刑程序改革能发挥应有的作用，成为实现司法公正的有效手段。
英文摘要：
With the advance of China＇s judicial reform, the theoretical research and practice of sentencing re- form has gradually become deeper and deeper. From the sentencing reform practice in national courts in recent years, we have seen the value of procedural justice. In the face of many challenges such as current legal system, development levels and the implementation of national economy and culture, the correctness of the sentencing pro- cedure reform is criticized again and again. How to make a choice in line with China＇s national conditions in the specific content of sentencing procedure reform , we need to further analyze the specific measures and problems en- countered in the reform according to practice, properly handle the relationship between the sentencing procedure and efficiency and complement the procedure by a real reform in order that the reform of sentencing procedure can play its due role and become an effective way of realizing the judicial justice.
