Except the inter-action relation and the coordination innovation effect, among economy mainbodies of systematic organization, the innovation development of the creative industrial cluster will also rely on the external power elements, which construct the ecology enviornment promoting the creative industrial cluster development. The government should construct the policy financing system by perfecting the legislation system on intellectual property right protection, push the building of public service platform and provide the suitable ecology enviornment for the cultivation of creative innovation ability.
