在分析、研究城市居民生活用水特点的基础上,提出城市居民生活用水最低保障量的概念,阐述建立城市居民生活用水最低保障量的目的和意义.按照不同季节、不同应急状况,测算城市居民生活用水最低保障量,并与城市居民生活用水定额进行比较.研究表明:构建城市居民生活用水最低保障量体系,不仅可以为确定各类应急状况下应急供水规模、制定应急供水调度方案、指导应急水源地工程建设提供有力的理论参考,也可以为应对各类应急状态(灾害性气候、洪水等)提供科技支撑,在保障居民生活用水的同时提高应急状态下有限水资源配置的科学性、合理性.
A concept of the minimum guaranteed urban residential domestic water consumption was put forward based on the analysis and investigation of its peculiarity, and the purpose and significance of its presentation were elaborated. According to different seasons and different emergency situation, the amount of the guaranteed minimum of urban residential domestic water consumption was estimated, and compared with its quota. It was shown by the investigation that construction of a guaranteed minimum a- mount of urban residential water system could not only provide a vigorous theoretical reference to determine the water supply dimension in various emergency situations, develop emergency water supply sched- uling program, and guide the construction of emergency water source projects, but also provide scientific and technological support to deal with all kinds of emergency (disastrous weather, floods, etc). At the time of guaranteeing residential water supply, the scientific and reasonable disposition of limited water resources would be improved under emergency condition.
