This paper studies several problems of the incomplete pairwise comparison matrix （LPCM） in the analytical hierarchy process. According to the definition of stochastic crisp comparison matrix, the local consistency and the local satisfactory consistency of LPCM are defined. Then, a mathematical notion model is developed to determine whether the IPCM is consistent or not. In addition, to solve the lack of Harker＇s method that it can not estimate the uncertainty of the incomplete pairwise comparison matrix, a new weight model is put forward, which is solved by particle swarm optimization algorithm to estimate the weight＇ s upper range and low range.
