从正式环境规制和非正式环境规制两个方面设定污染密集型企业空间演变的影响因素指标，分别提出正式环境规制因素与非正式环境规制因素的主要因子，利用因子分析方法对环境规制作用下污染密集型企业空间演变的影响因素进行实证检验。结果显示：正式环境规制是影响污染密集型企业空间演变的重要因素，非正式环境规制对污染密集型企业空间演变的影响强度尽管较小但也不能忽视。破解工业化进程中生态环境局部好转而整体恶化这一环境规制困局，必须要让社会公共事务治理的主体走向多元化，即在治理污染密集型企业带来的环境污染问题中，必须激励各利益相关群体共同参与。既充分发挥政府环境规制的主导作用，也发挥公众和非政府环保组织参与环境保护的辅助作用。

英文摘要：

This paper conducts empirical test on factors which would affect pollution-intensiveenterprise spatial evolution under environmental regulations. The results show： formal environmentalregulation is an important factor affecting the spatial evolution of pollution-intensive enterprises, and theeffect of informal environmental regulations on pollution-intensive enterprise spatial evolution is small butcan not be ignored. To break the environmental regulation dilemma of part improvement but overalldeterioration of ecological environment in the process of industrialization, one must diversify body ofpublic affairs management. When preventing the problems of environmental pollution which caused bypollution-intensive enterprises, we must motivate stakeholders to participate, make use of the leading roleof government environment regulations, and pay attention to the supplementary role of the public and non-governmental environmental organizations involved in environmental protection.
