应急决策是突发事件处理过程中最重要的环节。现有应急决策的做出主要依靠决策者从繁杂无序的信息中提取有用信息进行分析、阐述,最终做出应急决定。这种方式依赖于决策者的主观意图、不能全面的把握事态的发展,一般不能给出突发事件的最优解决方案。提出基于本体语义的应急预案情境认知思想,将本体的思想应用到应急预案的情境认知过程中,通过人工智能的方法对突发事件进行分析、理解、阐释,并对事态发展给出预测性的建议,从而辅助决策者更冷静、理智地处理突发事件,给出最佳的应急方案。
Making emergency decision plays an important role in dealing with the emergency. At present, decision makers make final emergency decision based on analysis of useful information extracted from disorderly information, which depends on the subjectivity of the decision makers and can not grasp the development of the events. Generally, an optimal solution of the emergency can not be obtained in this way. Here, the paper presents a design scheme of a compuEerized emergency manage- ment system that uses ontology-based inference to improve situation awareness and decision making. The emergency is ana- lyzed, understood and explained with the aid of the artificial intelligence, and the system offers predictive suggestion and opti- mal solutions to help the users handle the emergency rationally.
