In the view of government function transition, this article reviews public expenditure scale and sturcture changs and has a cointegration analysis on its economic development effects. The research conclution include： Chinese public expenditure has transited from economic - constructive to public - service;the proportion of economic - constructive expenditure in budget to GDP has a positive correlation on economic development;the proportion of public- service expenditure in budget to GDP has a negative correlation on economic development;the proportion of public expenditure to GDP has a negative correlation on economic development; bisic public - service expenditure has a positive effect on econimic development in a long tenn.
