Teaching equalization is presented from the teaching situation of imbalance worries,Therefore, investigation of the imbalance phenomenon of school system is the starting point of teaching research. If the extension of the unbalance of education material aspects of conditioned imbalance, then the connotation of teaching imbalance is the imbalance of practical subject level. The basic characteristics of teaching imbalance embodies in four aspects： distribution, teaching resources, teaching practice, the pursuit of teaching behavior, teaching organization form, they constitute the imbalance in the teaching ot the world.
