It is a common practice that many counties or regions exert spacial policies to intervene the distribution of industries and population in order to realize their regional harmonious economic development. At present, Guangdong exerts a ＂double transfer strategy＂ with industry transfer and labor force transfer as its major content, aiming to promote the structural transformation and industrial upgrading of the Pearl River Delta as well as the regional harmonious economic development. The ＂double transfer strategy＂ of Guangdong is a long-term and complicated systematic project, so it is necessary to learn from international experiences, and to establish policies and measures according to Guangdong＇s practices. Japan is a typical example of learning. Based on Japan＇s territory integrated development plan after World War II, the paper summarizes the experiences and lessons of Japan＇s spacial policies and then proposes its enlightenment to the ＂double transfer strategy＂ of Guangdong.
