In view of the fact that three contradictions about the balance of mining and filling are disclosed： mining production capacity and filling capacity, backfill volume capacity and filling material deliverability, backfill cost and mining profits. The balance of contradictions in metal mine and the one in coal mine are analyzed. The conclusions are that conventional filling technology can be chosen in metal mine, and should be abolished in coal mine .According to the balance of mining and filling, the new conception of coal mine partial-filling technology is put forward and feasibility of the technology is discussed.
