水资源同时具有公共物品和私人物品属性,其最优配置应是计划模式和市场控制的有机结合.水资源有计划市场配置是水资源在地区间和产业结构之间追求"经济—社会—环境—生态"的多目标分配关系,并权衡这些有冲突的目标使之达到一致.据此建立了水资源有计划的市场配置模型,加入价格因子,增加约束条件,运用有约束多目标优化问题的一个相对较优的方法——粒子群优化算法(PSO)进行求解,并将该模型应用于举水流域的水资源分配中,得出现状年90%频率下举水流域水资源优化配置的结果,进一步分析了供需水量和缺水率在不同行业的分布,利用熵变原理对该配置结果进行评价,熵值呈递减趋势,说明该配置合理可行.
The rational allocation of water resources should couple organically planning and market control.A model of optimal allocation with planned market is presented.At the same time,with particle swarm optimization(PSO)algorithm,the solution of this model is obtained.Furthermore,an application of this model to the Jushui River basin shows the effectiveness and feasibility of the proposed schemes.
