The paper discusses the conception, significance and information governance mechanism of the information carrying capacity（ICC） ,then constructs the quantitative evaluation model and index system of ICC. In view of the tragedy of commons and anti commons resulted from information ecological unbalance, the authors propose that the information governance by the quantitative evaluation of ICC can promote the sustainable development in information ecosystem.
