利用1994-2012省级面板数据,测算出我国各省份城市土地边际报酬作为反映城市土地集约利用程度的被解释变量,在此基础上,构建分段函数对全面工业化和后工业化阶段中城市土地集约利用驱动力进行了实证研究。研究结果表明:在全面工业化和后工业化两个不同的经济发展阶段中,土地市场发育程度对城市土地集约利用的作用方式发生了明显的转变,由不产生显著影响过渡到产生显著的正向作用,而政府管制的作用逐渐减弱。为促进城市土地集约利用,应根据地区所处经济发展阶段的差异,按照分类调控的思路,选择有针对性的调控措施。
This paper has measured the urban land marginal returns in each province of China by using inter-provincial panel data from 1985 to 2004, which refl ects the explained variables of urban land use intensity. On this basis, it has carried out empirical study on the driving force of urban land intensive utilization at the stage of comprehensive industrialization and post-industrialization through establishing piecewise function. The study results show that at these two different stages of economic development, there has been a marked shift in the effect pattern of growth degree of the land market on urban land intensive utilization. This pattern specifi cally shows a transition from no remarkable effect to signifi cant positive effect, yet the role of the government regulation gradually becomes weak. In order to promote the urban land intensive utilization, we should select targeted control measures with the idea of classifi cation regulation based on the diversity of economic development phases.
