经济新常态下，创新驱动成为关键，而如何利用知识产权服务来增强自身的创新潜能也成为孵化器内新创企业所关注的焦点。本文解析了新常态下新创企业知识产权服务诉求的内涵，识别了企业知识产权服务诉求的具体内容，并将诉求分为技术服务、权利服务和环境服务三类。运用熵值法对服务诉求进行实证分析，结果表明，新创企业对研发资金、分析评议的需求度最高，对孵化场所、申请代理、学术论坛的需求度略低。在实证分析的基础上，系统性地构建了以资金和评议为双核的服务供给体系，以求改善孵化器知识产权服务的效能。

英文摘要：

Under the New Normal, innovation is the key driver, how to use intellectual property services to enhance the innovation potential becomes the focus of new ventures. This paper explains the connotation of intellectual property services demands of new ventures, identifies the details of intellectual property services demands, divideds the services demands into technical services, management services and environmental services. Then uses entropy method to do empirical research. The results shows that the highest demand for R ＆ D funding and analysis services, lower demand for hatcheries, application agents, academic forum. Finally, this paper constructs the dual-core supply system with funds and appraisal services, to improve the performance of Incubators intellectual property services.
