European Union Seventh Framework Programme is the core strategic tool to enhance Europe＇s innovation capacity. Is intellectual property policy is more worth further study. This paper focuses on the basic model of the FP7 intellectual property policy, the definition system of scientific and technological achievements, ownership, protection, use and disclosure system. Based on the above research, the paper proposes some policy suggestions.
