近年来，环境污染问题已经日益突出，文章通过引入方向性环境距离函数模型来分析非期望产出问题，选取相应指标对我国各省份在四种环境管制政策，即弱可处置性下（环境管制弱）、强可处置性下（环境管制强）、GDP：污染=3：1以及GDP：污染=1：3时的环境效率状况进行了测算并解释说明，运用Tobit模型分析了各种环境影响因素对效率值的作用机理，最后得出了相应的结论。

In recent years, pollution problem have been rise, using the environmental directional distance function, this article analyze the unexpected outputs problem, select the corresponding indicators for our provinces in four environmental control policies, under the weak dispose of environmental control, strong dispose of environmental control, GDP： pollution=3：1 and GDP： pollution-1：3 to estimates and explain the environmental efficiency status, by Tobit model to analysis various environmental factors on efficiency value mechanism, finally come to the appropriate conclusions.
