以突发公共事件为背景,对应急协同决策的情景及其演变过程进行描述。深入分析＂情景＂演化机理,给出＂情景—应对＂模式下突发公共事件应急决策方案的生成过程,并在总结应急物流协同决策相关理论的基础上,建立基于＂情景—应对＂模式的应急物流综合运输协同决策体系。从建立动态多部门协同决策主体、基于＂情景—应对＂的动态应急综合运输体系、基于＂情景＂的应急物流协同决策评价指标体系三方面对我国应急物流综合运输体系提出了建议。
英文摘要：
Emergent public events as the background, synergic decision making in emergency situation and its evolution process are described. ＂ Scene＂ evolution mechanism is deeply analyzed, public emergency decision-making scheme generation process is given in＂ scene-response＂ mode, emergency logistics synergic decision system related theory is summarized, the synergic decision system of transportation emergency logistics based on the＂scenario-response＂model is built. The proposals are put forward for our country emergency logistics comprehensive transportation system from three sides： established dynamic multisectoral collaborative decision-making, the dynamic integrated transport system based on＂ scene-response＂,emergency logistics evaluation index system of synergic decision system based on＂scene＂.
