城市社区居民对公共物品日益增长的多样化和异质性需求与供给数量不足、形式单一的矛盾是我国城市社区公共物品供给困厄面临的主要问题．笔者分析了城市社区公共物品供给中存在的供需失配、供给低效、主体功能角色偏差、多环节多主体协同乏力和管控流程非规范等供给困厄的表现以及内在产生的根源，并针对性地提出管理机制构建策略，为提升城市社区公共物品供给效率提供参考依据．

英文摘要：

The contradiction that the short supply system of public goods can not meet the growing multiple needs of urbancommunity residents,is the main problem in our country:the distress of the public goods supply. This paper analyzes itsinternal causes and expressions of distress about the mismatch between supply and demand,inefficient supply,role deviationof the main function,a lack of coordination among many participants and a number of links and nonstandard processcontrol,and so on. Finaly,this paper puts forward strategies for its construction of management mechanism in order toprovide references for improving supply efficiency of city community public goods.
