我国农村水问题十分突出，严重影响到某些地区社会主义新农村的建设。现在分析总结前人研究成果的基础上，系统地阐述了广大农村地区面临的水资源问题，主要包括水量短缺、水质较差、水利用率低、地下水超采严重等；并针对我国社会主义新农村建设的需求，从水利基础设施建设、河道整治、地下水保护、污水处理、宣传教育等方面，提出了社会主义新农村建设中水资源的保障措施。
英文摘要：
At present, the water problems in the countryside are quite severe, influencing the construction of socialist new countryside in some regions. Based on the predecessor research results, this paper systematically elaborates that lots of rural regions are facing the water problems including water shortages, poor water quality, low utilization rate of water, over-exploitation of groundwater, etc. For the demand of building an socialist new countryside, many water resources guaranteeing measures have been put forward, such as the construction of water infrastructure, river regulation, groundwater protection, sewage treatment, educational propaganda and so forth.
