本文将标度无关性指标引入到对我国区域科技创新绩效的评价中,在非线性视角下从科技创新投入(R&D经费)、产出(论文、专利)与经济规模(GDP)之间关联的角度构造标度无关性指标,进而对我国区域科技创新的相对绩效进行比较研究。结果表明:(1)我国R&D经费投入、科学论文、专利申请量随GDP的增加均呈较强的非线性增加趋势;(2)绝大多数省份的R&D经费投入与GDP之间也存在不同程度的"马太效应",且各省份论文数随GDP增长的"马太效应"普遍强于专利随GDP增长的"马太效应"。本文工作不但扩充了我国区域科技创新绩效的评估指标体系,也为决策者制定更加切合实际的创新政策提供了科学依据。
In this paper,we introduce the scale-independent indicators into the performance evaluation of the regional science and technology innovation in China.The scale-independent indicators are constructed in the relationship of science & technology innovation input(GERD(Gross Domestic Expenditure on R&D)) and output terms(paper and patent) and GDP in non-linear viewpoint.Using scale-independent indicators we assess the relative performance of the regional science and technology innovation.We find that(1) the Chinese GERD,science papers and patent applications all exhibit a relatively strong non-linear tendency to increase with its GDP,respectively;(2) for most of provinces their GERD all exhibit strong "Matthew effect" with GDP at different levels presented by their scaling factors,and the "Matthew effect" in paper with GDP is stronger than that in patent.Beside,it not only extends the indicator system for evaluating the performance of the regional science and technology innovation in China,but provides scientific basis for the decision makers to make more relevant innovation policy.
