On the basis of the review of foreign relative studies and expert interviews, a comprehensive evaluation model was built using AHP and fuzzy evaluation method. A model was designed based on the specialists＇ opinion selection. The measure＇s validity and practicability was tested by the Construction Agent Project of a University＇s building.
