This paper first analyzes the risk factors of the public crisis event＇s network public opinion.Then it constructs the HHM framework for the risk management of network public opinion,identifies important risk scenarios,focusing on the ＂ official behavior--public opinion hotness degree＂ risk scenarios,and changes the HHM framework into an index system.In addition,AHP method and ABC method are applied in risk quantification and rating.The findings provide a reference for the government to handle the risk management of public crisis event＇s network public opinion.
