我国当前的食品卫生安全保障工作主要以政府行政与法制监管为主,对企业和公众在食品安全中应承担的责任激励不足,降低了监管的整体效率与效果。本文从政府、企业和公众三方视角,分析食品安全责任的激励机制。总结国外食品安全责任激励机制的实践经验,最后提出对深化我国食品安全治理工作的启示及对策建议。
At present, China relies mainly on government administration and regulations to ensure food safe- ty, with less involvement by food producers and the public because it is short of incentives for them to undertake the responsibility, which reduces the overall efficiency and effectiveness of supervision. The present paper analy- zes the incentives to undertake food safety responsibility from the perspectives of government, producers and the public. By summarizing the practical experience of foreign countries in applying incentives to ensure food safety, the paper puts forwards some instruction and suggestions to deepen the governance of food safety in China.
