英文摘要：

Water modernization is an important component of economic modernization,it contains not only strengthen of basic facility,foundation of reliable water security system,development of water service,but also its idea,dynamic,path and intention.In this paper,based on the developing research of water development in some developed country,the basic theories of rural water modernization of our country such as well-organized and similar process,different district process characters,and the character of water investment were developed.The study would give help in understanding and realizing the No.1 Document of CPC,and also has an important significance in developing a water modernization path with Chinese characteristics.
