In the construction project contract management process, the external influence caused by the social capital has been extensively paid attention to. In order to use the external influence effectively, the key is measur- ing social capital level, but there were no mature measure method until now. Based on the social capital theory, the paper constructs a measure social capital scale framework from the perspective of relationship between participants in the construction project contract and analyzes reliability, validity model （ SEM ）, in order to validate the scale of people＇s social capital and stability of the scale by structure equation who participated in construction contract.
