Administrative documents are the written materials to implement government poncy, u naer the current public opinion environment, there exist three problems in administrative documents processing, namely, administrative illegality, improper administrative intervention and ultra vires. The roots lie in the drivening of local and departmental interests and administrative achievements, lacking of legal awareness, which will undermine the credibility of the government, stir mass incidents, and should be corrected.
