中缅胞波狂欢节,作为一个新近诞生的“传统节日”,走过了“政府搭台,文化唱戏”——“经济、文化搭台,文化唱戏”——“文化搭台,经济唱戏”的“搭台与唱戏”模式的转换过程。中缅胞波狂欢节的年度实践,以“和平、发展、吉祥、共欢”的节日主题,仪式性地维护着中缅邦交的期待与愿景,对于缓解中缅局部边境问题具有缓解、按摩作用。如何平衡“文化搭台”(文化交流)和“经济唱戏”(产业表演)的重心,让节日回归中缅民众狂欢、交流的初心,成为当地节日组织者亟待面对的实际问题。
BAOBO Carnival in Sino-Myanmar Ruili border, as a newly-born festival, has experienced a three-evolutional process from 'governance-aided culture as the main content' through 'economy-and-culture-led culture as the main content' to ' culture-dominated economy as the main content'. The theme of BAOBO Carnival is "peace, development, auspiciousness and happiness" with the ceremonial and ritual function to maintain the anticipation of the Sino-Myanmar diplomatic relations and to alleviate the Sino-Myanmar local border issues with easing and lubricating effect. The cardinal issue confronted the local government is how to balance between the "culture as a stage" (cultural communication) and "economy playing" (industrial performance) in order to bring the BAOBO Carnival back to its original purpose and aspiration of hilarity and cultural communication.
