The energy saving ＂Twelfth Five-Year Plan＂ of Hebei province put forward that carbon dioxide emissions per unit of GDP in 2015 will be decreased by 19% than that in 2010, and he goal will be further decomposed into various district in Hehei. Based on the analysis of the influencing factors of carbon emission per unit of GDP, we constructed a decomposition theoretic model.
