近年来,伴随着城市发展而来的城市环境问题以及城市资源问题日益成为城市管理者和城市学家研究的热点。文章从城市循环系统、社会经济系统、科教技术系统及人居环境系统四个方面构建了循环城市建设评价体系,引入了循环城市建设绩效得分及系统协调度作为度量衡,以该两项度量衡值的划分标准来测定特定样本的循环城市建设水平,并以衡阳市为例进行了实证研究,结果表明衡阳市循环城市建设尚处于初级阶段,协调度发展水平还有待提高。最后,针对衡阳市循环城市建设现状提出了加快循环城市建设的构想。

英文摘要：

In recent years,along with the development of cities,the urban environment problems and the city resource problems have become the hotspot for city governor and urbanologist.The author formed the recycling-city construction evaluation system from the city circulation system,social and economic system,science and technology system and environment system,then brined in the performance evaluation and performance of coordination degree as the measurement,and used its standards to measure the level of the recycling-city construction that as the particular sample.It indicates that the recycling-city construction of Hengyang City is in its early stages;both the level of performance evaluation and performance of coordination degree should to be improved.Finally,the author put forward the current tentative idea which can accelerate the pace of urban construction and development cycle.
