本文基于不同区域技术水平存在差异的考虑,运用共同前沿方法分析2009~2013年中国整体以及东部、中部和西部三大区域的创新效率,利用"技术缺口比率(TGR)"测算中国区域创新效率的技术差距。研究发现:不管是基于共同前沿还是区域前沿,从中国整体来看,中国的区域创新效率整体水平仍然偏低,提升空间比较大;区域前沿下测算出来的创新效率被高估了,共同前沿测算出来的创新效率反映了潜在提升空间;东部、中部和西部三大区域创新效率差异明显,东部地区的创新效率远远超过了中部和西部地区,代表了当前中国区域创新的最高水平。
Based on the consideration of regional differences, the paper researches the whole and the three regional innovation efficienoies from 2009 - 2013 years under the meta- frontier. A quantitative Technology Gap Ratios (TGR) - based analysis has been made on the technology gap on regional innovation efficiency in China. The conclusions are as follows: no matter what the meta- frontier or regional- frontier is based on, from Chinese overall, the total level of China regional innovation efficiency is still low, and the promotion space is relatively large. The innovation efficiency is overrated under the regional- frontier. The innovation efficiency reflects the potential space to improve under the meta - frontier. The eastern, central and western regional innovation efficiency differences are obvious. The eastern part of the innovation efficiency is much higher than the central and western region, which represents the highest level of China's regional innovation.
