On the basis of the situation and problem about the relocation urban settlement environmental landscape planning and construction in the Gorges Reservoir, the author thought good living environment to meet immigrants＇ demand and to promote social harmony was of great significance. And from the design philosophy ＂Hurman is centre and Ground is the first＂ ,the methods and countermeasures of the construction of landscape cultures in new areas were discussed and researched through the design examples. At last the construction and the consummation of the overall living environment in relocating cities were studied.
