大数据背景下,网络舆情主体特征呈现新变化。根据C4ISR系统构建了政府应对网络舆情的联动机制,将政府网络舆情应对系统分为计算机系统、情报系统、监视系统、侦察系统、通信系统、指挥系统和控制系统,分析了各系统在舆情应对中应发挥的作用。提出突发事件发生前和发生后不同的网络舆情应对策略,以期为政府改善网络舆情管理体系提供理论支撑。
With the emergence of big data,the subject of internet public opinion has shown some new characteristics. Based on C^4 ISR systems,an interacting mechanism has been set up to cope with internet public opinion. This coping mechanism of the government consists of a computer system,an intelligence system,a surveillance system,a reconnaissance system,a communication system,a command system and a control system. This paper analyzes different system's role in the management of internet public opinion,and proposes different strategies to deal with public opinion before and after the occurrence of emergencies,so as to provide theoretical support for the government to improve the management system of internet public opinion.
