Under the decision-making system of ＂the combination of public participation, experts democratization and government decision＂, various forms of practice on the expert＇s demonstration are taken from centralgovernment to local government, many kinds of laws and normative documents are enacted. However the prosperity scene is hidden behind crisis, the socalled ＂ experts failure＂ problem raised, a monopoly structure ofpower and knowledge formed. Based on the survey of the practices, this article is devoted to find out the possible problems and their causes so as to have a further discussion of system in the light of the rule by law principleto deconstruct this monopoly structure.
