英文摘要：

The development of economic globalization and the continuing escalation of industrial organization has brought the unprecedented opportunities for the development of air transport,and related industries constantly gather at the airport,which contributes to an airport economic zone. Based on the theory of industrial cluster,this paper defines the concept of aviation cluster,focuses on an analysis of the organizational characteristics of the aviation industry cluster,its innovation network and the problems existing in the process of forming the innovation network. The existence of these problems illustrates the necessity of network governance for aviation cluster. The paper probes into network governance mechanism,aiming at providing some advice on how to implement effective governance of the aviation clusters in our country in order to guide the healthy and orderly development of airport economy.
