基于两阶段视角,将网络SBM模型和DEA窗口分析方法相结合测度分析中国高技术产业17个细分行业2002--2011年间技术创新效率的变动趋势、行业差异和收敛性。研究表明:我国高技术产业技术创新效率值总体偏低,半数以上行业两阶段效率均处于低住区间,改进和提升空间很大;技术转化效率一直显著高于技术研发效率并呈震荡上升趋势,两阶段效率失衡问题非常明显;技术创新总效率和技术转化效率存在收敛,但技术研发效率不存在收敛。
This paper attempts to combine network SBM model with the DEA window analysis to measure the trend, heterogeneity and convergence of the technological innovation efficiency based on the data of the 17 industry segments of the high - tech industry in China during 2002 -2011 from two - stage perspective. The research indicates that: the overall efficiency of technological innovation of the high - tech industry is relatively low, and both R&D efficiency and conversion efficiency are very low in more than half of the industry segments. The conversion efficiency which shows a rising trend is significantly higher than the R&D efficiency, therefore the two stage efficiencies are discordant. There are convergence in the overall efficiency of technological innovation and conversion efficiency, but there is no convergence in R&D efficiency.
